Meet Stephen Downing, retired deputy chief of the LAPD. As a young cop on the street in the 1960s, Steve was taught what we've all come to hold true about drug abusers: that they're dangerous thieves and murderers that must be locked up for the safety of law-abiding citizens.
When he took over the narcotic enforcement effort on behalf of the LAPD in the 70s—and after having witnessed the brutal murder of one of his officers in a failed attempt to bring a drug abuser to justice—Steve realized that without regulation of all drugs via legalization, more innocent people would die needlessly.
